Benalmádena's beloved Tivoli World is preparing for a spectacular comeback. After closing in 2020 due to financial and pandemic challenges, a historic agreement in June 2025 has cleared the way for a comprehensive redevelopment of the park. The renovation promises not just restored rides and attractions, but a full-scale transformation into a mixed leisure destination.
A Historic Pact
On June 19, the city council approved a pivotal urban development agreement with Tremón – the private group behind the park. This accords with previous protections passed in 2023 to preserve Tivoli’s use as a leisure park. It’s now enshrined in local planning: hotels and commercial facilities cannot open without the park reopening simultaneously.
The contract gives developers three months to present technical plans and begins the process of amending the General Urban Plan. Construction, including renovation of rides and infrastructure, is expected to take approximately three to four years.

Once completed, Tivoli will occupy nearly 70,000 m², nearly three times the built space of the original park. The expansion includes one standalone amusement area and 34,000 m² atop the retail zone.
The €100–200 million redevelopment will feature:
Fully renovated classic attractions alongside thrilling new rides
A ground-level shopping center spanning 58,000 m² and two hotels: a four-star 200‑room property and a themed on-site hotel echoing Tivoli’s nostalgic charm
A commitment to employ former Tivoli staff, supported by tax incentives
Economic & Cultural Boost
This redevelopment represents more than just a theme park revival. It’s projected to generate around 1,000 permanent jobs and deliver substantial economic uplift. The anticipated combined impact is expected to reach hundreds of millions over time.
The agreement prioritizes the park itself, requiring its opening as a condition for the commercial and hotel components. This preserves Tivoli’s core identity and fulfills public and political expectations.
Looking Ahead
If all goes to plan, Tivoli will reopen alongside its companion hotel and retail offerings around 2028. Plans include a blend of nostalgia—maintaining classic shows, gardens, the iconic Ferris wheel—and modernized attractions.
Meanwhile, political will remains strong: local officials are fast-tracking approvals, and the park remains protected as a leisure landmark in the municipal master plan .
